LAS VEGAS, Nev., July 23, 2026 – “I'm encouraged to see Senator Markey introduce this Congressional Review Act resolution, which reopens access to capital to green card holders, a key tool for small business survival. Green card holders have spent years building businesses that become assets to their communities, creating jobs and paying taxes but are now in a precarious position because of recent federal changes to the 7(a) and 504 loan programs.
"Green card holders accounted for an estimated 5,700 SBA loans in Fiscal Year 2025, worth $5.7 billion and supporting more than 80,000 jobs across the country. That capital is often what keeps a business operating through its toughest stretches when cash flow gets tight. When qualified entrepreneurs lose access to that capital over their immigration status rather than their ability to repay a loan, it's the local economy that pays the price.
"This is also the fourth time in a year that SBA has rewritten these citizenship requirements. Small business owners can't plan around that kind of instability. It's spreading fear and confusion through an entire ecosystem that depends on predictability.
"This resolution is a step forward for Main Street and for our economy, and Congress should pass it. We look forward to working with Congress to give input on policies that help small businesses grow and thrive."
